I used to host with Dreamhost. Then I got frustrated (as you did) but after giving them pass after pass, I switched. I researched many hosts but finally settled on Pair.
Here's the most important advice I can give: find a host with limits. The old adage, "if it's too good to be true, it probably is" absolutely holds true with web hosting. If a host doesn't have reasonable limits on disk usage, bandwidth, and especially CPU cycles or memory usage, you will suffer from the tragedy of the commons on a shared box. That is a guarantee.
So find a host with limits you can live with.
